In Studio, licenses for decoders are referred to as venues. In order for your decoder to access video from your encoder, it needs to be licensed as a venue. Venues can be managed in Studio at Settings > Venues. (Go there)
Venues require a multisite subscription. To make changes to your subscription, or to learn more, please contact us.
